Interlibrary Loan Borrowing Policy

Purpose:

To acquire for St. Cloud State University patrons, materials that are NOT available at the James W. Miller Learning Resources Center.

Policy:

Borrower Responsibility:
Patrons are responsible for the care of the item and for observing the length of the borrowing period and abiding by any restrictions imposed by the lending library. All materials except photocopies must be returned on or before the due date.

Time Required:
An average of three (3) to seven (7) working days is normally required to receive a borrowed item. It may take less time, or it may take longer for a variety of reasons, which are beyond the control of the James W. Miller Learning Resources Center.

Limitations:
Ordinarily, libraries will not loan the following types of materials:

In addition, US Copyright Law (Title, 17, US Code) limits the institutional borrowing of periodical/journal articles to no more than five (5) articles from one (1) periodical/journal title published within the last five (5) years. This limitation applies for one full calendar year to the institution (SCSU) as a whole and not to any one patron. This may mean, especially during Summer and Fall terms, that Learning Resources & Technology Services (LR&TS) may not be able to fill all interlibrary borrowing requests. Patrons will be notified if the LR&TS is unable to fill the request.

The loan period for interlibrary loan books is typically two (2) to four (4) weeks. This loan period is set by the lending library and cannot be modified by LR&TS. A request for the book renewal may be considered by the lending library, but is not guaranteed. Please note that not all libraries participate in the interlibrary loan cooperative agreement, and although the book is housed in one of these libraries, that library is not obligated to loan it.

Expenses:
Our goal is to locate materials for which there is no charge to the patron. At present, most items are provided without expense to the patron. If a lending institution charges a fee to lend an item this must be paid by the patron requesting the item. The patron will be informed if there are any charges and the patron will be asked whether the material is still wanted. The order will not be processed until a reply is obtained from the patron. Lending fees are a factor on some materials borrowed from libraries outside the MINITEX region.

Pick Up of Items:
If an item is not picked up 24 hours after the due date, a patron may resubmit the request. (This applies ONLY to non-photocopied items). Patrons will sign “Borrower Responsibility” form.

Returning Items:
Return borrowed books to the circulation desk on the first floor of the Miller Center prior to the end of the loan period, you may keep the photocopies of chapters or periodical/journal articles.

Overdue Items:
If a patron does not return a borrowed item after two weeks from the due date (set by the lending library), the patron will be billed the cost of replacement plus a $10 processing fee.

  1. After one week, reminder will be sent to the patron.
  2. After two weeks, a bill plus replacement cost will be sent to the patron.
  3. At the same time the bill is sent, a hold will be placed on the patron’s record and students will not be able to register for next semester classes or if they are graduating will not be given transcripts.
